History of Rules changes over the Seasons.....

2023

1-    International Rules will replace world rules.
2-    3 sets of five singles will replace 2 sets of 6 singles
3-    1st 10 names will be written down with alternate breaks(same as last year)so individuals can have 1 break each, then final 5 names put down after the first 10

games have been completed.
The final 5 names can be anyone even if they have already played ,so in theory you could play 3 games.
4-    Sponsorship will be from The Cork for all competitions
5-   Signing on fees will remain at £45
6-   Number of teams entering will follow registration next week
7-   1 or 2 spare weeks for catch up games, one half way through the season and one at the end of the season, if games are not caught up within the 2 free weeks, committee decision on loss of points will be final
8-   Minimum of at least 5 players on a night for a game.

Info:   A Sunday evening prior to the season starting will be arranged at The Cork for a practice on International rules.

2020, 2021 no rules issued, AGM carried out, but no minutes

Issue 21 Sept 2018: Many rule changes put forward by Dennis. the following rules were changed:

Rule 3e: compettion sectretary duties have changed so that "The committee as a whole with arrange dates, formats and  will organise all competitions and make sure they are all run in a correct and proper manner."

Rule 11b added The commttee and all captains will meet half way into the season with Data, time and venue confirmed..

Rule 15: Transfers, from 2018 only 2 transfers are now allowed during the season should be paid to the league by the captain or nominee to the results envelope and posted by hand, with the results sheet. The envelope must also include a full description of players and moneys involved.

Rule 19: changed from 1996 EPA rules to "world rules"

Rule 21: now reads as "Officers of the league will do their duties on a voluntary basis." (no honarariums)

Rule 23: competition entry is no longer free, or included from team registration and are added under "basic rules" 23

Although not on theAgenda, it was voted on that " Teams are only required to fill in the first six games at the start of the night, the rest can be completed after the sixth game."

Issue 20 Sep 2017.

World rules not used. General tidy up of basic rules and constitution, where rules were in wrong places and some items were deleted as they have not been adhered to for many years. rules 27 added:

27. Mixed doubles partners are allowed to chat between shots and should be kept very short, basically to allow what shot can be played next.

No new rules put forward. This season Carol and Mick Florey stepped down from the pool league. Taken over by Tony Cracknel, Colin Creasey, Gez and Matt Miles

Issue 15 Sep 2012.

Rule 6 became rule 6a and added rule 6b as follows

Added basic rule 18 as follows: The exception to rule 6a is that A bar person is allowed to play home games for ANY single home team. (Could be another team week after!)

Amended rule 14 of the Constitution to read:

14. On registering, a team shall produce a list of at least 6 players to be registered for that team. Any new players will be deemed to have registered once they have played for that team and can play for no other team unless a transfer takes place. No new players may play or be registered for any team during the period covering the last 2 matches of the league season.

(it used to be last 6 weeks of the league)

Issue 14 Sep 2010.

Added basic rule 18 as follows:

18. Teams that do not field a team twice in a season should be automatically dropped from the league, with consideration to be given for re-entry in future seasons. Late notification is acceptable upto 3pm on match day. 3 players or more to be considered a team.

Basic Rule 7:

OLD: The winning team should insure that the result card is delivered to the home of the results secretary by 7.00 p.m. on the Tuesday following the match.

NEW: It is the responsibility of BOTH teams to provide a result sheet to the home of the results secretary by 7.00 p.m. on the Tuesday following the match.

Basic Rule 6d and 6e

OLD: Ladies Singles All players must have played at least 2 league matches

NEW: Ladies Singles All players must be registered - ie must have played ONE match.

Issue 13 Sep 2009.

Rule 11 in the "basic rules" has been extended to included the following:

11 has become 11a and 11b has been added.

11b. Team captains are responsible in the first instance for monitoring behaviour to ensure it is conducive to the principle of fair play. Should a player feel intimidated by an opponents threatening behaviour they should appeal to the referee. If this cannot resolve the matter the penalty will be referral to the committee for consideration and the possibility of forfeiture of team points and/or a ban from the league. If the team are unhappy with this an EGM should be called to appeal.

Issue 12 Sep 2008:EPA rules amended and rule 8 added to the Basic rules, affecting competitions.

EPA rules have been changed and have now become a Felixstowe 'flavour'!: (shown in blue)
4(h) If a ball, or balls, are legally pocketed, this entitles the player to one additional shot.
and this continues until the player either:
(1) Fails to pocket one of their set of allocated balls, or
(2) Commits a foul at any time.

If one or more Colours are potted on the break the player then has a right and obligation to verbally advise the referee of a choice of Colour before proceeding. Failure to do so is a Foul. If a player is fouled under this rule the opponent faces an "Open" table. 
If the player nominates a Colour that was potted on the break, the player is on that Colour no matter what happens next. 
If the player nominates a Colour that was not potted on the break, to be on that Colour, the player must pot a ball of that Colour on the next shot.

4(s) Potting the white from a normal break. (no other foul committed)


6(a) Following any foul the offending player loses their next visit to the table, giving the opponent two consecutive visits to the table. The exception is: If the Cue Ball is potted on a normal Break it is penalised by the turn passing to the opponent and the table remains 'open'

Rule 8 added to the Basic rules
8. Individual compeition games that are best of 3 or above will toss a coin to decide the order and another toss of a coin if a 'decider' game is required.

Issue 11 Sep 2006: Team Fees raised to £70, but if paid within a specified time. (e. 3-4 weeks), then the cost is only £60.

Basic rules:
Rule 2 now reads:
2a. Match format will be arranged as 12 games of singles
2b. After rule 8 (all names are entered), a coin is tossed to decide the break for frame 1, then the break alternates down the order to frame 12.
2b. A player is allowed to play a maximum of 2 frames
2c. If a player plays 2 frames, he must play an odd and an even game. (To allow a fair chance of a break)

Rule 4: changed to read
4. The league points system will be one point per frame and NO points for winning the match. The team that wins the division will have the most points. If two or more teams tie for first place then the team that has won the most frames will be deemed the winner, otherwise a playoff will be held.

ADDED text to Rule 23: Teams to be allowed until 8:15pm to arrive at the venue, thereafter, the first game shall be claimed.
Rule 29 was as follows:
29. When filling in score cards, both captains to complete their team playing order separately and then jointly fill the result sheet. Entered names on the result card may only be re-arranged on agreement of BOTH captains (subject to rule 26). BOTH captains (or team member) will sign the card at the end of the match.

Actual lines in issue 3 used to read:
14. Any subsequent registrations/ transfers during the season must be paid to the league by the teams captain or a nominee at the next league meeting otherwise points may be deducted for the number of games involving non- payment. (whether the new registration has played or not)
18. The league will abide by and play to the 'Associated Leisure' rules of March 1991, the change in any rules will not take place until the start of any season.
22. Rules concerning the constitution or basic rules of the league can only be changed at an AGM/ EGM.
25. There are 2 trophies played for in EACH division, 'The main league' and a 'doubles league'
The league points system will be:
1 point per frame for singles 1 point per frame for doubles 1 point bonus for winning the match 1 point bonus for winning the doubles. (doubles table only)
The winning team will have most points, if equal points then the team with most frames, otherwise a play-off will be held.
27. Each player may only be registered for one team in the league. He/ she must not play for another team unless a transfer has taken place, this will cost £3.00 and must be paid at the next meeting.
29. When filling in score cards, the home team should write the names first and then pass the card for completion to the 'away' team. BOTH captains (or team member) will sign the card at the end of the match.
36(ii) 
There will be 'medal' for each player (1 maximum) who completes an '8 ball clearance' in a league game (not competition). An 8 ball clearance is defined as clearing all his/ her 7 balls plus the black in one visit (2 visits if following a foul) to the table. The clearance MUST be signed by the opposing captain on the back of the card.
43. If any player (this includes BOTH players in all doubles events) is not at their stipulated venue at the set time (see 40. above) then they can be excluded from the competition unless he/ she is on official league business.
